Last year inflation was 2.9%, and the most it rose recently was 7% in 2021, which means a 10% "baseline" tariff is significantly higher than during the Covid-19 pandemic. **Importers** pay the tariffs, not other countries, and then the additional expense is passed onto customers and consumers.
Lutnick: "We do expect a 10 percent baseline tariff to be in place for the foreseeable future ... what happens is the businesses and the countries primarily eat the tariff."
