Two observations. 1) Worldbuilding, within a story, is an illusion. It’s a movie set. Move the camera and it stops working. Anything beyond what’s needed to create the illusion is, at the very least, inefficient.
2) This belief is a vicious trap that leaves countless people in endless prewriting.

feels like SFF these days believes worldbuilding is the foundation of a story, and that this likely comes from tabletop gaming, where you're given a sandbox with a fixed map and character and are invited to build; which is fine, but I think it does yourself a disservice as an author to start there
