I think signaling out that effect as a victory for The Party while ignoring the much greater amount of work done by Brazilian society, which they would still have had to do regardless of Biden's actions, is hilariously myopic.

Quintiles are used to describe how a measured variable is distributed across a range within a given population. You're using it to describe a cause's combinatorial effect, which is a different thing. There's no measured variable and no population to distribute it across, as it's a single event.
