I think the policy they want to adopt is this (as per SAGE's recommendations to WHO):

6/12 monthly boosters for the vulnerable.

No ongoing vaccination for young (ie <75), healthy adults beyond a single primary dose.

This graph suggests no, but I suspect they might be prior 12 mth averages (to exclude seasonality from long trends)
