Graph of the effects of Free Basics availability on female MP election, over years of exposure. Women remain strikingly underrepresented in the public sphere worldwide, whether in traditional news media or in politics, and particularly so in many fragile democracies. This column uses data on almost 9,000 parliamentary races since 2001 to study how the provision of free access to a social media platform, Facebook, impacted female political representation in 17 sub-Saharan African countries. The findings suggest that the deployment of free access significantly increased female political representation. Political parties realigning their endorsement strategy to shifting gender norms is an important explanation for this.

This session will feature a presentation by Professor Sophie Hatte from ENS Lyon, who will discuss her paper titled Connecting the Unconnected: Facebook Access and Female Political Representation in Sub-Saharan Africa, co-authored with J. Loper and T. Taylor. A central question guiding this session is whether social media can enhance female representation in political positions. Sophie Hatte's research draws upon data from parliamentary elections across 17 countries in Sub-Saharan Africa, providing good insights into how Internet access—and specifically Facebook penetration—may influence societal perceptions and attitudes towards women. Following her presentation, we will conduct a policy discussion with Paula Tavares from the World Bank, who will share her expertise as a Senior Legal and Gender Specialist. Her extensive experience in conducting policy research on gender equality in Sub-Saharan Africa and Latin America will enrich our understanding of the implications of these findings.
