Exactly what threat did boats on open Intl Waters, pose a threat 2 the United States? Please be highly specific, because, people’s freedom, who are members of the Trump Admin, are on the line! A subsequent kill order, was seemingly illegal, when one boat was destroyed, & two on the boat survived!
