Very much so. I think Cowboy Bebop has to be the exemplar of that, although definitely not pure "J" in its soundtrack. That show is just pure cool.

To be fair, I think it is more J-rock than pop. But I am very much a white Australian male, and those songs still get a play, decades after I first heard them.
