Russia has cut its planned investment to modernize the Baikal-Amur and Trans-Siberian Railroad by 80% due to the spiraling debt held by Russian Railways (RZD).

Overall investment in 2025 will be cut by 37%, with RZD already cash starved.

This is the backbone of Russian commercial transport.

Overnight, Ukrainian forces conducted another attack into Russian territory using US-supplied MGM-140 ATACMS missiles, hitting Kursk's Khalino airfield.

Remarkable footage has emerged this morning showing the Ukrainian ATACMS releasing hundreds of submunitions over the airbase.

If this ever happens it is going to be because one of the Baltic or Nordic nations decides to just do it to set the precedent that allows the UK and France to tag along.
Duscussions about sending troops to Ukraine are back on the table between France and the UK.

Solving low risk security tasks in Western Ukraine would free up a significant number of Ukrainian troops and resources to reinforce the frontline.

The EU and US allocated $112M to DTEK to restore energy infrastructure damaged by Russian attacks, with $63M from the EU and $46M from the US.

Previously, DTEK financed $1.2B in repairs. Russian strikes have destroyed 90% of its generating facilities.

Growing discussion in European capitals of possibility of troop deployments. Estonian FM publicly raised the idea a week ago. But my understanding is no-one has yet looked at the issue in concrete detail, calculating how many troops needed, what capabilities, what cost, etc.
UK & France could send troop to Ukraine according to Le Monde today, citing talks between them about how to deal with incoming Trump admin. My interpretation is there could be 3 scenarios:
- if RU troops broke through & were heading for Kyiv (v unlikely but Macron suggested this once before) 1/2

From early September we see the first burn marks in the grass surrounding the part of Khalino airbase that was hit by ATACMS last night. Later in September we can see a growing network of tracks on the ground in the area.

I believe that this may have been a Russian AD location
