It being an MMO also makes it really hard to fix, since you can't just kick the WoL back to level 1 and dump them on another Shard with no way to leave or something similar

The game was sold to people on its' story and SE clearly agrees that's the main draw since they keep stripping out forced interaction with other human beings, but now you can't escalate and you can't de-escalate without some contrivance or other. 's a rough place to be in.

The truth any analysis of modern FFXIV needs to confront is that the game did it's Avengers Endgame and a lot of people were always going to check out after that to varying degrees.
