Another win!!! Now release him. A federal judge just ruled that the law used to detain Mr. Khalil is likely unconstitutional. Why? Because it’s too vague and was never meant to apply to someone like him a U.S. resident who never left the country.

This is indeed the way these newspaper supplements often work. They're an advertising vehicle, and then you have to produce *something* for the advertising to be tacked onto. But smaller papers don't have the staff to produce them internally, so you contract them out.
The way this work is the sales department sold special ad campaigns around the summer supplement editorial. Possibly as part of a full year deal months ago. So something had to be printed

Sen Van Hollen met with El Salvador's Vice President Félix Ulloa, who told him that the reason they are holding Kilmar Abrego Garcia at CECOT is because the Trump admin is paying them to do so.

They also provided no evidence that Abrego Garcia is part of MS-13 or committed any crimes.
