Isn't it also a lazy way of looking at gross pay? At least in my workplace salary rises more quickly with pay grade at the upper end, as if it takes into account income tax. (Though I'm probably a bit naive here.)

The Conservatives have drafted the legislation.

ANY one of the conditions being met leads to ILR being revoked.

If annual income falls below £38,700 for six months (for any reason at all)

The Secretary of State would also have the powers add whatever further conditions they want.

My gut reaction tends to be that changing the UK PhD funding system from scholarships to employment should help, but:

"Surprisingly, we find a larger increase in psychiatric medication use among students with PhD employment, compared to those funded through scholarships." 😢
