It's cute that Joseph has all this "data" and "analytics". But he is clearly missing out on the most important aspects of ref rigging.... "Vibes" and the all important "eye-test".
To sum all this up, penalties are simply variance. Some weeks your team gets shafted. Some weeks its your teams opponents. That variance can be bad for a season (looking at you, Ravens!), but it's still variance.

The Chiefs are officially past the halfway mark on the season. They can comfortably now "Flip the Switch" on the offense.
