So *even* if his gesture was unintentional (which I absolutely don't believe), he also did not apologize. At the very least, he is ok with his "mistaken" gesture being used as a dog whistle, which is also NOT OK.
Mistake or not, excusing his behavior for any reason means being ok with notCs.
