Mmmm if there’s an actual useful distinction, it often feels like mechanics are more “enabling” and “opening” while rules cover “restrictions” and “requirements”. Feels like there’s a slight difference in being invited to engage with mechanics vs being asked to abide by rules.

So a friend introduced me to an open world xianxia rpg that is like absolutely incredible called The Matchless Kungfu. It's got a really rough translation but the mechanics are like.. beyond this world. I would directly compare it to kenshi (kenshi rocks) but like even more so.
