The closest you could get would be Paine's "Agrarian Justice" as a sort of Utopian socialist proposal.

Ok this is really interesting but also 1 big reason for govt to get into low-margin businesses is that private companies may choose locations/business models for them that maximize slim margins but don't maximize people's access to essential goods/services, see also: health care

That is also true, that there are reasons beyond profit that you would want these policies, a kind of thinking we're going to need to solve the issue of rural hospital closures.

Example, the idea that state run grocery stores isn't a useful way to address costs because of low margins is something you say when you think you understand economics without checking the relevant data.
