They're using that as a blanket excuse for a lot these letters, which is patently absurd. They're trying to get around rules requiring a valid reason for termination.

yes! the idea that the executive can simply make spending decisions independent of a legislature or parliament is basically antithetical to the entire anglo-american political tradition
This is so antithetical to the English legal tradition that they killed Charles I about it, and then they couped James II
Chip Roy endorses impoundment (which is illegal): "All the powers our founders gave were invested in the executive, in the president. POTUS has the ability to go forward and say, 'we're gonna spend this money the way we're supposed to under the law.' There's no requirement he spend every dollar."
