Speaker Johnson is a dumbass. Some of his buddies handed him a defeat by defying him in his effort to ban parents of newborns to vote by proxy. So instead of letting this play out, he throws a fit and sends the entire House home for the week so he can pressure his folks. House has ground to a halt.
