I spoke in Parliament yesterday about a farmer in Harpenden & Berkhamsted facing a £40,000 bill after a 200-tonne illegal dump on their land, and even risking prosecution if they can't clear it fast enough. At the same time, fixed term penalties for committing such a crime are pitiful in comparison.
