That's right, it's to avoid the fire hazard. But even though the filter is in the "clean" air it's not recommended. Some people build filters using surplus furnace fans (which are non-sparking), which you might be able to find cheaply.

Note that air filter systems for woodworking are built to prevent sparking. You shouldn't generally use a generic air filter in a woodworking shop.
