Yes, Trump intends to massively cut the NIH/NSF budgets.

But the rescission procedure in the Impoundment Control Act DOES allow cutting the NIH/NSF budgets within the law IF Trump can get a majority in both houses.

We can act now to block those majorities by tying this to cuts in medical cures.
For universities with substantial NIH/NSF funding, they're already facing a significant budget cut. Reminder that both NSF and NIH spending are down 40-50% and the budget year ends in September. It's hard to know what the overall cut will be, but there will be one (even though this violates the law)
Duke University is planning to cut 10% of expenses—$350 million—which will entail hundreds of voluntary buyouts likely followed by involuntary staffing cuts.

The university blames loss of federal funding, particularly grants.

I keep seeing this as a throwaway statement before media outlets criticize Trump, Musk, and DOGE. But it’s transparently false.

Many government offices are actually severely understaffed.
