Where people are desperate to survive. Where children as young as 10 turned to a life of crime and scamming just to go to school and eat.
Furthermore, there’s not much of a military to fight, but there is lots of gangs.
And the christians are the farmers and the Muslims are the ranchers.

I wouldn’t say that’s an easy question.. My first instinct is ballast since they are iron discs, but ours used as a very different system. My second guess would be. I know some training gliders will add weight to the tail for spin training. of course I’ve never done a tail wheel replacement. Dunno.
