I wouldn't create different layers. You want water to move easily. A blend made for raised beds of topsoil/compost might be available at your local supplier. Triangle Landscape Supplies, in Raleigh area. The owner went to NCSU for masters in soil science.

Photos of some of mine growing outdoors in January in NC, zone 7b. (They'll look better when it warms up.) You typically use them like green onions. Cut the tops off and cook or use raw.
