When I was interviewing for UI, their coding team believed very strongly that 'code is law'. They actually told me that their philosophy was 'if the game lets you do something, you should be able to do it'. In retrospect, I'm surprised I passed the interview given how hard I laughed in their face.
Yep, I played UO for roughly the first year, and then rage quit one day after being griefed via exploits twice in close succession.

But you're also gonna have the one guy that owns it lose his shit at some point because of a fairly legitimate criticism and just because he can hit delete, he will. Doesn't matter what policy he wrote, he'll just do it because he can do it then we get what we have here today.
Having shipped numerous MMOs over the course of the years, let me tell you that having and using the ‘fascistic’ power of moderation is crucial unless you want to have a 4chan style den of nazis and child porn instead of a viable business.
