If you ask me, all large museums (especially state and national ones) should be 3-star to count as a proper museum.

Local/Small museums? 2-star minimum.

So, what does the tier means?
3-star: HIGHLY recommended to everyone. This is how museums should look like
2-star: Good enough that I will bring my family here
1-star: Passable, recommended ONLY if you're a museum nerd
Just skip: Terrible museum curation or building condition

Look at this frequency. Even RapidKL buses to middle-of-nowhere Batu 12 Gombak OR Pangsun, Hulu Langat are >3x more frequent than this

And I with hundreds of other pedestrians will continue ignoring the sign because:
1. It's legally questionable (not JKR standard)
2. The alternative will almost double our walking time

One trick that KL has up its sleeve is that most new residential development are ultra-dense. We're talking >1000 units that's for families.

Almost every other MRT station has (or will have) one like this.

In terms of station statistics, here are the top 10 busiest LRT, MRT, or Monorail stations in 2024

Of course all of them are in KL CBD and they have huge attractors: megamalls, offices, and/or tourist hotspot. And all of them saw huge increase in ridership (except Masjid Jamek)
