Sounds familiar.
I have co-authors who are cancelling planned trips. We are already viewed as a police state and this is doing incredible and long-lasting damage to scholarly work (and the International standing of the nation these folks claim to care about)
I absolutely know of cases where non-US scholars no longer want to travel to the US, and US green card holders don't want to risk leaving the country. There is a real sense of fear.
