CDC’s tobacco program wasn’t eliminated to save money. Federal employee salaries are only about 4% of the Federal budget. The Office on Smoking & Health was eliminated BECAUSE our work is highly efficient and cost effective. Make no mistake that tobacco companies won today.

I think this is fantastic. For broader reach, I also suggest a plain language version. A lot of the language here (e.g., loyalists, efficiency, autocratic, political theorist) requires a high literacy level. (I am happy to take a stab at this - if it's helpful, please DM me the text).
