This idea probably last made sense mathematically in like the 1990s when indoor farms used 10x as much energy or more.

Indoor farms' energy cost these days is only about 25 W/sqft. A 5x5 flower bed at 12 hrs/day would use only about 225 kWh/month. There is no way usage data alone could correctly identify a small farm. The people at the power company who came up with this scheme are too stupid to operate a utility.
