Great Italian idiom for you: specchietto per le allodole. "A mirror for skylarks." Literally, people would hunt larks w/a mirror to attract them into nets. Figuratively, it means using flashy promises/actions to fool gullible people from focusing on real issues. Good thing that's not a problem now!
