Déjà, pourquoi "la préfète" et pas "la préfecture"? Pourquoi cette personnalisation de l'action publique ?

Ensuite: l'évidente "typification" physique des protagonistes. Efficacité ou racisme?
Publicité sur un bus de la part de la préfète de la Drôme, avec le message "tu consommes tu cautionne". Un jeune garçon effrayé a des sachets de poudre à vendre, il attrape des billets qu'on lui tend, un caïd (on suppose) est derrière lui et lui tient les épaules ou le cou. Les deux en hoodie noir. Le garçon semble de type "maghrébin" et le caïd possiblement noir.
