The Notwithstanding Clause is the flip side of the coin of Section 1. If you're okay with Section 1 limiting Charter rights you should be okay with Section 33.

With Section 33 we can at least vote the bums out. There's no recourse for Section 1.

If I knew nothing about Canada except the promises from the three parties, I'd conclude that the federal government must have a large budget surplus and no pressing need to invest in productivity, infrastructure, or defense.
