move the u.s. towards being more like hungary or russia, so that it's easier for fascism to rule

it's a form of accelerationism: burning the country and the world down so that it no lo longer is hospitable to a free society, but is sociologically/economically/etc prone to enable fascist governments

There's a powerful few lines in They Thought They Were Free (a book where the author Milton Mayer went to Germany to interview former citizens of Nazi Germany) that says this almost verbatim.

I don’t even mean this at the extreme end of authoritarianism. You can go to Budapest and enjoy a weekend the same way you might in Montreal or Paris. Stay in a Hampton, go to a park, shop at an H&M, grab a coffee. But in the background is corruption, a broken rule of law, decreased civil rights.
