(If you didn't know, Ron Dearing was Chancellor of University of Nottingham in the 90s and wanted to introduce fees just at the institution. The union fought it off, so Blair's government put him in charge of the national review and he just... brought them in nationally.)

Yeah so someone once pitched to me that the NHS and the Police are the last services to enjoy widespread political support so each cut turned into an extra cost to the NHS and the Police who then needed higher budget necessitating more cuts to upstream services and this was kinda what happened

Only just seen this! For future occurrences, I think he finds a hiding spot and hunkers down. Not great but he seems to have coping mechanisms.
