I'm... pretty sure he's gonna be from Meracydia. If that is the case, then Rhel won't find him until the story goes to Meracydia.
I'm thinking he'll have been deeply involved in the state of affairs in Meracydia since Dalamud's fall.

If there's one thing about Rhel's lore I always get hung up on, it's her dad. Like, he gave her the book that would later be what she used for summoner/scholar. She hasn't seen him since a year before Dalamud. He has been her motivation for adventuring.

Rhel was privately tutored. No schoolhouse for a black Shroud Keeper of the Moon from a family of trappers.
When her father would return for his yearly visit after traveling the world and teaching, he would bring her books and tutor her. History, reading and writing were here favorite.
