This system is better at producing mayors with guaranteed majorities while also keeping alive inter-party competition, ie so Dems don’t always get the mayor spot where primaries are the de facto election

If you combine it with parliamentary democracy, what you basically do is make the chosen mayor have a bunch of votes in city council *even in votes of no confidence against them*
