1. Generally, Manager should pay for their lunch out of pocket.
2. Budgeting for staff events or Council office food expensing is fine. Just nothing extravagant.
3. 1st class flights on public dime is typically a 🚩

This is cringe. I appreciate that Brigid Shea is supporting "these people" (she means immigrants). But her life is so whitebread that she only knows immigrants as servants.
