imo this is because americans broadly do not consider themselves part of a society. cars are private, meaning you don’t have to interact with anyone you don’t choose to. they’re kind of a physical manifestation of thatcher’s whole thing about society only being individuals and families
Most car usage in the US is because of the built environment, but the freakout over the congestion pricing in the US is a big reminder of how much of this country is just obsessed with being in the car even though it makes them miserable and no amount of nicely asking can dissuade them from doing so
