If your rep isn't on the committee, they can still propose amendments to HB 2457, but some reps may refuse to discuss it unless a floor vote is scheduled. Whenever you make contact, explain that Oregon needs this legislation but it must be made more equitable, transparent, & patient-oriented.

Here is a thread of some of the bare minimum necessary changes that *must* be reflected in any Oregon #RareDisease advisory council bill.

1. The RDAC must explicitly work to benefit/improve quality of life for both rare disease AND under-served chronic illness patients, regardless of rarity.

Oregon needs an RDAC but the bill is unacceptable as submitted. You can submit testimony here:

Calling ahead of the work session may not have much impact on HB 2457, but IF your rep is on the BH&HC committee AND you have the energy, it's a decent time to start calling and asking them to propose changes.

Any rep. can propose amendments but if your rep. is a republican they're probably not movable on this issue, since our goal is to increase diversity & equity. W/the exception of Rep Conrad (now Ind), Oregon republicans have consistently opposed the interests of the most marginalized Oregonians.

The legislative process can be long. A bill might travel through multiple committees & have many public hearings, but each step gives the public an opportunity to tell legislators when a bill doesn't meet our needs. Oregon needs a commission on #RareDisease but HB 2457 doesn't meet that need.

Some of these bills have companions (bills in the other chamber) that aren't mentioned in this thread because I'm the only coalition member currently able to make these threads, but I'm very limited in spoons by my own disability.

6. HB 3111 would require Housing and Community Services Dept. to develop a mandatory mediation program for evictions. It's a good idea; mediation is likely to slow the eviction process, but it must be amended. As-is, it places unreasonable burden on disabled ppl & ppl who work 9-5.

5. SB 1002 and HB 3522. Companion bills that make it easier to evict "squatters." Also allows LL to double-evict you if they claim you left then returned.

When they get hearings, you should oppose both.

4. HB 2297 "deters tenants from waiting until eviction process to pay rent."

What it does: If you owe LL any money WHEN your case goes to trial (before you could even be found guilty), you would be forced to pay thousands in LL's attorney fees.

Backdated to take effect 1/1/2025.

3. SB 586. would allow landlords to evict you 45 days SOONER if they've sold the house.

A Democrat (Meek) sponsored this one, so don't assume that your democrat senator isn't in the landlord lobby pocket.

2. HB 2305. If passed, will expand landlords' powers to evict and "upon 3rd [...] violation or late payment" removes tenants' right to cure (LL can evict without allowing you to solve the source of their complaint).

1. SB 643. Allows landlords to end tenancies and raise rents without limit. Also would expand "no cause" evictions.

"No cause" sounds good on paper, but it has the same effect on background checks, because "eviction" shows up as "eviction."

So far, ALL written testimony is from landlords. If LL can afford multiple houses, they can afford screening fees.

HB 2967 is currently in the House Committee on Housing & Homelessness. Its first public hearing is Feb 17 @ 1:00 PM. Greedy Landlords are mobilizing against it.

But you can help: SIGN UP to testify. Submit written testimony online. Tell #ORPol that abolishing application fees will improve your life

Landlords must also provide written documentation of any screening criteria and the application process.

If a landlord charges a screening fee, you can recover double the amount charged + $250 from the landlord.

Rents are too high here. If this passes, they can't nickel and dime you on top of that
