This is maybe the most frustrating piece of CAHSR reporting I’ve read, and that’s saying something. No one wants to do the work of in depth investigative reporting on the details of the problems with the project. Instead they would rather go talk to people and report their opinions and complain.

Their constitutions are written by the developer (a monarch), who sells membership rights

The community governs itself but contracts out most of the day-to-day operations

The state doesn't interfere in internal affairs but does have a forum for adjudicating disputes (the Condominium Authority)
