It is not hard for a company to build a lifecycle plan to retire their assets. But instead, and it’s how the reserves systems work, is they put a cost blob out 25 years. Then if that blob is depreciated, as the accountants are wont to do, it is immaterial.

It’s a widely held belief that low voter turnout serves the incumbent. Is there research to confirm? Did many incumbents lose in these municipal elections?

It’s actually probably accounted for reasonably because the currently required pace of closure is not a material consideration; from a regulatory basis, most of these companies don’t need to clean up for decades.
