Because it's a made up definition that is usually tailored in a way that it only fits Israel while at the same time ignoring anything that makes Israel a pretty normal nation-state?

The obvious problem being that Russia is fighting the war in Ukraine as close as possible to a total war so should Russia suffer a strategic defeat it would lead to Russian state collapse because all resources and capabilities are burned in this war.
