One thing I forgot to mention is in 23-24 the NHL started including "short" shots, broken sticks and "flubbed" shots and in 24-25 they started including "failed bank attempts" as types of missed shots in addition to wide, over the net, and off the post. I'm not sure how those were handled before

So, long story short, I don't know what is causing shooting percentages to rise, but I have my doubts that it is is caused by a higher percentage of shots being designated as missed shots due to player and puck tracking technology.

Even if you look at USAT per 60 you also see a similar push towards the wings from up the middle. Again, these show 2023-24 to 2024-25 combine and 2021-22 and 2022-23 combined.

Even if we go back further and look at 2017-18 to 2020-21 combined data (prior to NHL Edge) we see similar data to 2021-22 and 2022-23.

Now, one might think that more shots from the wings and fewer shots up the middle might mean shooting percentages ought to drop, but maybe it means more teams are utilizing one timers from the 'Ovechkin zones' and more cross ice passing.

Looking up the middle from crease to the point, we see a slight uptick in shots from the crease (+1.2%) but a downtick out from there (-3.1%, -2.1%, -1.0%, -0.3%).

Now if you look towards the wings, outside the faceoff dots, there is a higher percentage of shots taken.

There seems to be a shift in shot on goal locations out towards the wings from the center ice. These show the percentage of shots on goal from each shot zone, first for 2023-24 and 2024-25 combined and the second for 2021-22 and 2022-23 combined.

I looked at this last year and came away not convinced the increase in shooting %/drop in save% is due to shots being recorded differently.

Reason #1 is shooting percentage has steadily climbed up, there wasn't a jump from one season to the next as one would expect from a change in shot recording.
