yeah that was my read—like it seems like this could inject some arbitrariness back into a system that was actually functioning to permit housing and maybe even slow things as every developer tries to get spot zoning approval instead of just working within the established framework

it's obvious in retrospect, but i didn't realize that st. mary's was the unplanned beneficiary of a large urban renewal clearance project that flattened this part of western addition in the late 1950s
