Because there's a lot of demand for rideshare trips. If number of Uber/Lyft drivers over time are any indication, autonomous rideshare will follow a similar trend
But because the baseline number of vehicles on the road is also increasing over time, increased congestion is an inevitable

the streetlights on the Marshall-Lake bridge are only lit on the Minneapolis side of the river. The division is so abrupt once you notice it
