Framing this proposal as responsive to the current political moment and an emergency when it's been kicking around for much longer is telling. Turns out, one of the justifications is wanting to have private convos about stadiums/arenas. Alas, it's unanimous -and emergency leg- so it's happening.
Fascinatingly, DC's own elected leaders are taking page out of fascism's playbook (bc of course the problem is that DC has too much democracy or something).

D.C. Council to vote on measure to close some meetings to the public
The bill would make it easier for legislators to meet with the mayor privately and allow them to close meetings to the public to discuss negotiations, among other measures.
