I think it is indicative of the fact that there is a percentage of people who will always vote for their preferred party, not matter how ludicrous they are, or what scandals happen

This can't be correct. The NZ Govt is adamant that:
- we can't do anything about climate change, only other people can
- the science is in contention
- technology will solve it (that's unrelated to the massively cutting research budgets)

New incredible detail here: ICE says a match in its facial recognition app Mobile Fortify is a "definitive" determination of a person's status, and that this overrides birth certificates. This is an app ICE is using in the field to scan people
