Half-fares will be accepted at all times. Currently, half-fare tix r not valid on AM Peak trains (an exception in the law permits agencies to charge full-fare during peak hours). No mention of express buses, tho.

@pcac.org heavily pushed this. It's a small revenue impact. Most condrs let it slide.

Fair Fares is the most restrictive income-based fare discount program in the entire United States. It's past time @NYCMayor get stuff done for 415,000 New Yorkers who don't qualify at the current threshold.
