The guy earning $35K will be paying a marginal tax of 21% but an average tax of 9.8%. Going to a flat 20% sounds good compared with the marginal tax rate, but is actually a more than doubling of his tax.

Centrelink recipients include any payments in their income tax return. Many/most are earning very low incomes, often even under the tax-free threshold, so get all/most of their tax returned.
Do you really understand the difference between a marginal tax system and a flat tax system?

Exactly true. How it works.
GST is only paid on the extent a business contributes to consumption. It is a consumption tax, not an income tax, not a sales tax, not an excise.
Businesses may claim back the GST (consumption tax) paid which was not on consumption but on business inputs.

These corporations will be paying a lot of other taxes - GST if they sell g&s in Australia, excise if they sell fuel, tobacco or gambling services, royalties (inadequate) on mining activities, etc.

Under the law, corporations are the same as people. They only pay no tax because they have made no profits (= income) or they are based overseas. You pay tax based on where you live or have your registered home office.
