A big chunk of GUTS has long been outsourced to Abe's e.g. when they run peak rush hour service. I've seen the recent debate about full outsourcing & understand the concerns...cost control is a tough business. I'm old enough to remember before the Circulator, when the Georgetown BID ran The Blue Bus

(Context: I spent 10 years at FEMA but left 3 years ago) US&R teams are not FEMA employees and are not under FEMA OPCON when activated, so that's why I excluded them. You say they got rid of the DSA cadre? It's still on the website www.fema.gov/careers/path...

Most of the new buildings are in Navy Yard and in the SE quadrant. Aside from The Wharf (which really doesn't have all the much residential) and a couple of new buildings like Camden South, there's not any new residential in SW - certainly far less than on the east side of South Cap

Most of them don't live in DC period. Navy Yard is only slightly less overwhelmingly Dem than the rest of central (between the Park and the River) DV

At a Sheetz off of I-81 in Harrisonburg, a guy who looked and sounded like Rob Zombie (leather, chains, came, deep raspy voice) approached me as I was standing at the booze cooler and asked "Excuse me, have you had the Bahama Mama? They're extremely delicious" and proceeded to take two.
