Intimidate the young women and threaten her with arrest and disappearing the baby, until they could lure her mom out of the house (which they were not allowed to enter).

If you didn't hear,

the ICE agents told the woman that they were arresting her... and that they would take away the baby, unless she called her mom to come out of the house and hand the baby to her

When the panicked mom came out... ICE then arrested the mom instead. Which is where this starts
