Exept the smallest dams, it's not an easy task, and even then it would take more an heavy aviation bomb rather than a missile.
For what I remember, the only successes breaching substantial dams have been with explosive charges.
And I guess there are more admissible priority targets (like, bridges).

What if he runs, maybe in 5 years, and he's reelected? Can then Russia declare the deal void? Because, you know, Nazis.

It can be also surveillance drones doing the targeting.
The point is: if Russians were so reckless to have this kind of risky event, we would say they are foolish and deserved a strike.
Why are Ukranians doing that?!?

After reading the press release by Ilya Yashin and thinking it through, my only words are that what he was doing wasn't working so well, so maybe being outside will let him see what might work. Better to change course than to double down on failure.

She was allegedly heading to the Caspian sea, through canals and the Volga river. From there, targets in Ukraine are potentially in range.
